Executive
Experienced businesswoman recognized for her understanding of socio-economic realities of Ontario and for her involvement in her community, Caroline has extensive experience in management and administration, specifically in the field of community and non-for-profit organizations. Co-founder of Groupe Convex, Caroline has over 20 years of experience in community and economic development, including 7 years with the Employment Services Center. Recipient of several prestigious awards, including the 2014 Collective Excellence Award (Conseil de coopération de l'Ontario), the 2011 Social Entrepreneur of the Year (Trico Foundation) and the 2008 Woman of the Year in Economic Development for the Prescott and Russell Area Award (FADER), she was also nominated for several other awards throughout the years. This includes the nomination to the Conseil de partenariat de l'emploi des personnes handicapées by Minister Duguid, and being finalist at the Canadian Angels of Social Enterprises in 2009.
Caroline holds a Masters degree in Community Development from the University of Victoria. She also holds a Bachelor of Arts from the University of Quebec in Montreal, a Certificate in Human Resources Management and a Certificate in Business Administration from the University of Quebec in Montreal, a Certificate in Communications from St. Paul University in Ottawa and a Short Program in Management of Volunteer Resources from Ryerson University. She participated in various academic publications, and volunteers in several organizations, including as Research Associate for the Center for Learning, Social Economy and Work for the Ontario Institute of Studies in Education at the University of Toronto.
An undisputed leader, Caroline closely works with her team and its community partners to guide the Centre towards meeting its new mission and vision. Based on newly established values and principles and a new business orientation which includes collaborative work with clients and the community, the Centre is on its way to reaching new heights.
Previously a teacher, Ann began her career in the employment sector in 1985. At the Center, she first held the position of Employment Counsellor, then was promoted to the supervisor position she has now been holding for more than 11 years. Her leadership training at Rockhust University Continuing Education Center, her studies in social work, and her experience provide her with an excellent understanding of the needs of the Center's clients. Her social involvement and keen interest in the community serve as a guide to lead her team in supporting clients move through the job market. Ann has developed her expertise over the years and is recognized for all her notions and knowledge of both provincial and federal employment programs.
Administration
Member of the Center’s team since June 2018, and having more than 23 years of experience in technical support, Dimitri possesses a Bachelor's degree in IT from Economics University in Varna, Bulgaria. Dedicated and helpful, he supports the team members with all their questions and challenges pertaining to technology. Dimitri also ensures the proper functioning of the equipment in our resource centers so that our customers have a pleasant technological experience when they use it. You can meet him in our Hawkesbury offices, and occasionally in our Rockland and Embrun offices.
François has 18 years of experience as a financial analyst and chief accountant in the private sector with a nationally and internationally recognized manufacturing company. He acted as a financial auditor for more than 7 years, for renowned firms such as Raymond Chabot Grant Thornton, Lanthier Schnob, and Levesque Marchand Welch & Co. François joins the Centre's team with the wish to contribute this time, within a non-profit organization. For him, working in such an institution that serves the community, gives him an increased sense of civic engagement.
Véronique has been with the Centre for 15 years as Human Resource Agent. Her main role consists of human resources management, including administrative coordination of staffing procedures, payroll and benefits given to the Centre's employees, as well as the coordination of the Occupational Health and Safety component. Graduate in business administration and having human resources training, Véronique stands out for her rigour at work, her professionalism, her high level of discretion and her strong belief in teamwork. You might meet her at the Hawkesbury Head Office where she works on a daily basis.
Daniel is a member of the Centre's team since 2011 and is in charge of the IT department. Since fall 2019, Daniel is also in charge of the management of CSEPR buildings. He possesses a diploma as a Digital Engineering Electronics Technician and cumulates a 24-year experience in the field of computer science in the private sector. Daniel is a dedicated person who loves new challenges and is always keen to help or take part in all projects and requests submitted to him. He is known for his great patience and unquestionable support to the Centre’s team. You might meet him at the Hawkesbury offices, and occasionally at the Rockland and Embrun offices.
Carole joined the Center in 2012 with over 15 years of experience in communications and marketing management. Having university certificates in communications (Laval University), marketing (École des Hautes Études Commerciales) and advertising (University of Montreal), along with excellent writing, planning and project management skills, she rigorously manages the development of effective communication plans for the Center. Creative and results-oriented, Carole enjoys teamwork and collaborating on the development of the Center's various initiatives. Her past experience in sales and as a business owner gives her a great concern for the quality of customer service. You might meet her in our Hawkesbury head office where she works daily.
A graduate of the University of Ottawa in Education, Sociology, French language and Psychology, Joanne has worked in education for 30 years in a variety of positions, including teacher, provincial pedagogical consultant and education officer with the Ontario Ministry of Education, a position she held from 2012 to 2020. Her last position has allowed her to maintain clear, precise and concise communication with the twelve French-language school boards with which she implemented the Growing Success policy and various revised curriculum documents, including the Kindergarten Program. Joanne has prepared and delivered several training sessions to support French-language school boards across the province. This vast experience, combined with her professionalism, open-mindedness and dedication are definite assets for the Centre, which she has enthusiastically joined to work in the field of communications.
Professionals | support staff
Pascale has been with the Centre since 2009. Her various training in customer service and sales is certainly no stranger to the recognition she has for her solicitude and outstanding customer service. Her experiences in retail sales and in the health care industry confirm she’s a caring person towards the needs of others. In an effort to continually improve her skills, Pascale will be completing a course in mental health with TÉLUQ in the fall of 2019. Don’t hesitate to ask her help when you visit our Hawkesbury Resource Centre, she will gladly assist you with your needs.

Having a Bachelor’s degree in Management and a Certificate in Human Resources Management from the École des Hautes Études Commerciales, Jennifer advocates innovative approaches to employment counseling. She also has a degree in International Business (École des Hautes Études Commerciales) and Foreign Languages (Concordia University) and believes in the importance of diversity, respect for others and the quality of customer service. You can benefit from her services at the Rockland office where she works daily.
Driven by a great desire to offer quality customer service and known for her very good sense of listening, Mélissa has a degree in Psychoeducation from the Université du Québec en Outaouais, along with previous experience in employment counselling and coaching clients towards finding work or returning to school. Determined, conscientious and positive, Mélissa also has a great interest in continuous development which allows her to better support her clients. You can meet her in our Hawkesbury head office where she works to serve our diversified clientele.
Lynda has more than 13 years of experience as an employment counselor, both in Quebec and Ontario. Recognized for her excellence in workshop facilitation and enthusiasm, she works closely with her clients to support them in their job search process. Lynda has a university education in addition to several other trainings related to the field of intervention, including the l’Association des Centres de recherche d’emploi du Québec (ACREQ). Working from our Hawkesbury office, she will gladly support you in your job search process.
Jean has more than 25 years of project management experience in the fields of employment, basic skills and post-secondary training. Today, Jean coordinates various ad hoc workforce training programs with CSEPR partners and job seekers. His past experiences have allowed him to develop various links with community partners which now serve as resources in his daily work. Jean is also a member of the Board of directors of the Eastern Ontario Training Board.
Véronique likes to make a positive difference in people's lives by helping them improve their employment. Having Bachelor’s degrees in Education and French Literature from the University of Ottawa, and being a member of the Ontario College of Teachers, Véronique is currently pursuing a Human Resource certificate with TÉLUQ. You can meet her at our Rockland office where she assists clients into achieving their employment goals.
Isabelle has more than 13 years of experience at the Centre where she held different customer service related positions. Having a College Degree in Administration, her experiences in the banking and municipal sectors as event coordinator and clerk have allowed her to develop excellent administrative skills. Today, her role consists of measuring the quality performance of programs and services offered by CSEPR. Being a dedicated, conscientious and empathetic person, she enjoys working as a team in developing initiatives aimed at providing quality customer service. You might meet her in our Hawkesbury offices, where she works daily at accomplishing her tasks.
Throughout the years, France developed her professional expertise in business relations. In the last 20 years at the Centre, she held different positions which make her aware of the resources available in order to meet client needs. Very connected in the Russell community, she has a degree in social work from the Northern College in Timmins. Caring and loyal, France does not hesitate to get involved in order to ensure the success of her clients.

Linda has over 27 years of experience with the Center, where she mainly held the position of Employment Counselor. Having a Bachelor’s degree from the University of Ottawa in sociology and criminology, she worked with several types of clientele. She is certified for the administration and interpretation of various psychometric tests, which allows her to provide more in-depth support to her clients. Linda is loyal, honest and dedicated to people who use her employment counseling services in Hawkesbury. Having also been an entrepreneur, and responsible for certain employer aspects at the Center, she understands the realities of the job market.
Janie joined the Centre in 2015 in replacement of a maternity leave. Her experience in customer service quickly earned her a place on the Centre's team. Her desire to help others, her compassion and good humour combined with her discretion ensures that anyone who comes to the Hawkesbury Center receives a warm welcome. Janie is also an indisputable support to the Centre’s team, with whom she closely works.
Murielle is known as a CSEPR ambassador with more than 30 years of service. Through the years, she held positions of employment counselor, placement agent and now as community economic development agent. Experienced businesswoman, she is actively involved in various groups of business people and organizations dedicated to economic development. Her sense of commitment makes her a resource for the Prescott and Russell community, and for the Centre’s team.
Motivated by the desire to make a positive difference in people's lives, Andréanne has been working at the Centre since 2011. Having a bachelor's degree in social services from the University of Ottawa, she works in Hawkesbury with youth, promoting collaboration between all the partners. She is particularly interested in programs, services and approaches aimed at professional development and coaching as well as skills development for job seekers.
Annie is a journalist by profession. She has worked as a journalist and editor here in Canada as well as in Switzerland where she lived for over 10 years and attended the University of Lausanne. She has therefore experienced first-hand what it means to be an immigrant and what it is like to be welcomed and integrated into a new community. She has also worked as a communications and administration manager at an international private college there. Her time in Europe has allowed her to work with some of the biggest artists, such as Luc Plamondon! Some of you know Annie from her role as press attaché and public relations officer for the former member of provincial government from 2015 to 2018. You may have also seen her as a journalist on TVC22. Her background in Humanities at Collège Jean de Brébeuf, in Montreal, reflects her interest in helping others.
Stéphane has more than 20 years of experience at the Center as an employment counsellor. Having a Bachelor in education, he believes that every person has strengths to employment. He advocates teamwork to serve job seekers in a collaborative manner. His past teaching experience allows him to understand the needs of different clienteles, but also of different age groups. Christianne joined the Center's team in 2017. Having worked in the health care sector, her career path also brought her to evolve in administration and human resources in the business and economic development fields. Throughout her career, she has held positions that brought her to help people, which is a core value for her. That’s exactly what you can expect when you meet her in our Rockland office.
Isabelle studied in office administration at the New Brunswick Community College. Her career led her to work in human resources and accounting. Isabelle joined the Centre in 2006 for which she held different positions. In her perspective, the field of employment allows her to make a real difference in people's lives. She enjoys teamwork and numbers, and to support her Rockland colleagues in meeting the needs of clients.
Having a Bachelor’s degree in social sciences from the University of Ottawa, and trainings in non-violent crisis intervention, assessment component of career counselling, teaching through gentleness and development of social roles, Gabriel has over 5 years of experience in assisting diversified types of clients. He enjoys working with people to help them along the way, while learning from them. Empathetic and respectful, he is very open-minded and fair to everyone. You can benefit from his counseling services in our Rockland office where he works.
Guylaine joined the CSEPR as a placement agent in September 2020. She has experience in various fields related to customer service, education, administration, legal, public and health services. Always listening to clients, she knows how to meet their needs and expectations by guiding and advising them on the various services offered. Her goal is to help clients in their search for employment, to refer them, to match them with potential employers, and to support them in their on-the-job training. She also helps companies recruit employees with the skills needed to meet their human resources and labour needs.
Having a Bachelor’s Degree in Social Sciences, Criminology, from the University of Ottawa, Josée has more than 20 years of experience at the Centre, where her last 18 years have been as a Placement Agent for different programs. She also has experience in project management and the legal field. Josée is recognized as a fair, passionate and dedicated person in her work. She strives to always provide impeccable customer service, and does not hesitate to take a stand so that the best approaches are adopted to serve the Centre's clients. Josée works from the Hawkesbury Office.
Lynda has a Master's degree in Education, Career Orientation Profile and a Bachelor's degree in Educational and Vocational Information from UQAM and has completetd a graduate degree in mental health at TÉLUQ. She is qualified to administer and interpret psychometric tests and acts as a contract evaluation instructor with l’Ordre des conseillers et conseillères d’orientation du Québec (OCCOQ) and was a contracted teacher at the University of Sherbrooke for the advanced psychometrics course. Her 20 years of experience in employment and career counselling for students and people with disabilities make her a professional who respects people’s dignity. Lynda works alternately in the Hawkesbury and Rockland offices
Véronique has a Bachelor’s degree in Social Science from the University of Ottawa. She joined the Centre in 2016, where she has already been promoted. Her previous experience as a business manager allows her to grasp the issues of the workplace, while her experience working for the well-being of children, gives her a better comprehension of the needs of young people. These skills provide her with a good understanding of the clientele she works with on a daily basis at the Rockland Office. Véronique is caring and autonomous and likes to help people around her.
